Display Invoice Date Logic

The current logic for displaying invoice date is as follows:

1. For both reservations and posting accounts, if the bill is locked, then the invoice date will be the date of the last financial transaction on that bill. 
2. For reservations, if the bill is not locked, and the reservation is checked out, the invoice date will be the check-out date.
3. For posting accounts, if the bill is not locked, then the invoice date will be the active business date of the hotel.
4. For reservations, if the bill is not locked, and the reservation is not checked out, the invoice date will be the active business date of the hotel.

In the reservation below, the bill is locked, and the last financial transaction took place on February 12, 2019. The invoice date here will be displayed as per point 1 above.
