Cancellation penalties (Settings > Rates > Rules & Restrictions > Cancellation Penalties) include the charge code defined on the cancellation rule itself if one is set.

CRS and IBE cancellations received within the cancellation penalty window will auto-charge by design. This is not something that can be turned off at this time. The auto-charge only occurs when the cancellation is sent by the CRS or IBE (using Stayntouch PMS APIs), not for user-generated cancellations.
