Rate Strategy Concept

Enable a concept of a rate strategy, so that we can close rates after they have been sold X times for a certain period.

eg: Weekend Special Rate Code. We only want to sell 10 of these per weekend. If 1 room cancels, the rate should be opened again to accept 1 more reservation.
