Rate Strategy - Do Not Revert Rate To Base Amount When Restriction Applied

Cobblestone hotels mentioned that they would prefer a strategy that involves a close restriction to not drop the rate's price point to the amount configured in the rate settings screen, as occassionally a manager will need to force in a booking and they do not want to undercut the pricing so would prefer it be shown in the rooms and rates screen under "show restrictions"
