Apply user permissions to restrict editing of TA Card from reservation

With the existing permission we can restrict access to Travel Agents via Revenue Management - Company and TA Cards however anyone that has edit permissions of a reservation can bypass this route and change any of the TA Card details from within a reservation attached to the TA.
Either the current TA permissions need to be applied across the board or new permissions added to restrict the editing of TA Cards from the reservation.
