View Room Block Details Tab - un-tie this permission from "Create Group Block"

To view the "room block details" tab on a group block, a user must have the "Create Group Block" permission. We would like to see this logic updated - either move this user right to a different and more appropriate permission, like Edit, or create view only permissions.
