Discrepant room functionality does not work when the reservation checks out early

When "Show Clean/Inspected status at checkout" is selected, per the 5.79 release, the user expects that if the room is clean or inspected, they will receive a pop up prompting them to review and update the room status. However, the pop up does not appear if the guest is checking out early leading to discrepant rooms.
