Activity Log for Promotions and/or when promotions are added/removed from a rate

Request: Track when promotions are created, modified and also n the rate's activity log when they are added/removed to/from a rate.
Scenario: when we create a promotion and assign it to a rate, we don't seem to find /see a log for **when** the promotion was asssigned to a rate. It does not display in the rate's activity log and we cannot seem to find a log within the promotion
Step 1- Promotion XPLUS26 is created with criteria:
name
from date
to date
discount amount
discount percentage
Assign to rate.
Currently the Promotions section does not have any kind of log or timestamp for when it was created or last modified.
Step 2 - we can edit rate and see the promotion listed under "Assigned promotions", however, the activity log on the rate does not capture the "WHEN" did this promotion get added in any loggable information.
