Add a warning popup message before deleting user account

Penticton Lakeside Resort would be interested in being able to re-use the emails first (see attachment re: feature request), but would also appreciate the warning until that may become available.

We received a feedback from Pacifica Hotels to adding a warning popup message to clearly inform users that their email address cannot be reused for a new account when clicking the Delete button to delete a user account.
