Limitations on Room Upgrade and Add Ons | Room Upgrade Configuration (not pulling all available upgrades)

Configuration issues are impacting availability to drive revenue.
Room upgrade configuration only allows three levels of room type upgrades and doesn't allow for the removal of any room types to be deleted or removed. Need to be able to added more levels. Also need assistance looking into configuration set-up as some room types are not populating in the upgrade option at check-in.
After looking into this more. It seems that the upgrade screen from the reservation screen within arrivals has space for only four room options, but we have more available upgrades than that in most cases. Also it seems to provide only room numbers that are in vacant inspected status. We would want the option to upgrade guests to rooms that are not reserved even if housekeeping hasn't completed the cleaning of the room(s) yet. For example, a suite that checked out in the morning and was assigned to be cleaned and guest calls that morning and wants to pay for the upgrade before arriving. Can the system have more space for room upgrade options and provide room types even if none are currently clean.
