Delete user - allow email to be re-used for another login

The "Delete" option for Users makes it so that that email can never be used for a login to the same PMS instance again. This is challenging for a few reasons:
Hotels sometimes have a user leave and rather than deactivate, they delete the user. If another employee is hired in the future with the same name, they will make them a company email with that previous user's name that matches the past employee email address. They cannot make that new employee a user login with that email address.
Some hotels use personal email addresses for logins. If an employee works at one hotel using Stayntouch and their user is created with their personal email address and it is deleted when they leave, that email address cannot be used as a future job's Stayntouch login.
Hotels do not realize that "Delete" means that they can never use an email address again. Sometimes, if they are having trouble with user access, they will "delete" the user and try to recreate it, which is not allowed with the same email address.
We would like to see the ability to create logins with previously used email addresses - free up the email address for use once the user is deleted.
