To have the option to adjust taxes on property level to a parent charge code on chain level

Discussed workaround options:
- Refrain from setting taxes at the chain level and only set at the property level
- The con to this is that the taxes are not locked at the property level and therefore are not restricted from being changed by a property level user. A solution to that is to remove access to Financial settings for property level users if that is a major enough concern to justify doing so
- Build a 2nd charge code that is specific to the property's taxation type needs and subscribe that to the property instead
- The con to this is losing some consistency in charge codes between properties

Regency Hotels would like the option to add/remove taxes to a parent charge code that exists on the chain level. For example, they have properties in various states and the hotels are taxes differently in Ohio versus South Dakota
