Do not require rate description in Chain Multi-Property Template Configuration

Some hotel chains want to have the benefits of consistent rate codes but need to customize the description of the rate per hotel based on different rate inclusions that vary by property. For example, one hotel might include breakfast with their best available rate and another might not.
This is particularly important for hotels using an API integration for their IBE which often uses the PMS rate description as the IBE guest facing / merchandising rate description for online reservation inquries.
For this reason, we would like to see an enhancement that makes the rate description OPTIONAL at the chain / multi property template configuration level; then it would still be a required field that needs to be completed on rates at the property level within the PMS settings to take them out of the "incomplete" status that they flow into the PMS as.
