Update POTENTIAL REVENUE label on Group Block Summary (includes tax and tax is not revenue)

The POTENTIAL REVENUE listed on the group block summary screen takes into account taxes. Since tax is not considered revenue, this verbiage is confusing. Ideally, we would like it re-labeled as something like "TOTAL W/TAX"
