We need to be able to quote rates based on the occupancy of the room, rather than the age of the occupants.

a - If we have 2 adults in the room we are charge 100 + 25 = 125.
b - If we have 1 adult and 1 child in the room we charge 100 + 25 = 125.
c - if we have 0 adults and 2 children in the room - no rates return.
In scenario b - we need the child NOT to be charged extra since there are still only 2 guests in the room, regardless of age.
In scenario c - we need "the cost of 2 guests occupying a room" to be returned.
