Elastic Group Block Functionality - book / reserve inventory not currently held in block

In previous systems, we have been able to make blocks elastic.
Elastic meaning if we enter rates into room types without holding inventory, these room types/rates would populate on CRS hosts.
To be specific, we used Opera and Travelclick in the past.
We have recently migrated to Windsurfer CRS.
We would love for it to be possible to add this feature between SNT and Windsurfer. This is a feature guests became accustomed to and increases rooms picked up.

This has also been requested by EOS Hospitality - Red Jacket Resorts & Kennebunkport Resort Collection. They are currently having to manually update reservations that integrate from SynXis and add them to the group block since we do not support elasticity.
Company cards are not an option for a workaround for them because their forecasting is done by segment and they would show up in the transient portion of the Business on the Books report instead of the Groups segment.
Surf Hotel & Chateau would also like to see this functionality.
Sage Hospitality is also interested in this enhancement

We would like to see an "elastic" functionality available for group blocks. This would allow reservations to book even if there is no group block inventory (as long as there is general hotel availability).
Ideally, this would be a feature that you could toggle on (or off) for individual group blocks.
If it is "on" - agents may book rooms beyond the contacted / held number of rooms for the group block dates. They can make a reservation as part of a group block for inventory that is not held in the block and the borrow from house function would automatically kick in during the initial reservation creation process (rather than creating the reservation outside of the group block and then adding the group block to the reservation via borrow from house).
if it is "off" - groups will function as they do now and are not able to be sold beyond held inventory unless the user has permission to borrow from house and adds the group block to the reservation.
The benefit that elastic functionality adds to the hotel is that they can choose to turn it on and not have to keep a close eye on group inventory for groups like wedding blocks where they often hold a small number of rooms to start and then have to manually add more rooms to the block as the initially held rooms pick up.
Also, the hotel would like the elastic functionality to interface with Stayntouch IBE and allow guests to borrow from house when booking in an "elastic" group.
