Allow rate dependencies to exclude additional guest fee

We wish to create a rate dependency so our OTA rate is +£30 based mapped off the standard rate, however when doing this it also adds £30 on to the additional adult fee (more than double) and the additional child fee (currently free). Need to be able to exclude the additional guest fee so it is unaffected by the dependency mapping.
