Since the report includes all records with a balance regardless of their arrival / departure date, meaning that the transaction could have happened as a deposit or as a cancellation charge, what should such a date parameter pull so it will be useful? Reservation Arr or dep dates? Or transaction date?

The Guest Balance report should absolutely have a date parameter.
Your competitors have such a feature, and it is practical for bookkeeping.
