Disable A/R Add Manual Balance

We would like the ability to disable the A/R Add Manual Balance functionality to prevent properties for using this either post cutover or for those properties which are new builds. This could be done either on the charge code level (currently the charge code becomes inaccessible post creation to access the toggle) or by creating a toggle in an admin UI screen to remove the "add manual balance" from the open balances screen in the A/R module.
