Hourly Rates, hourly increments to be modifiable by date

TWA hotel has requested that the incremental components of hourly rates (not the nightly portion which is already able to be updated in rate manager) allow fluctuations based on date. Baseline can be kept flat, but they would like the option to increment and decrement by a certain amount or percentage "Across the board" for any given date (especially compressed dates or when there are last minute flight cancellations)
