Separate user setup from hotel settings

Make user setup its own permission.  I want to assign certain people the ability to add employees without giving them access to change any hotel details settings and parameters, user roles permissions etc.

Adding to this, users with access to User Setup should not be able to make a new Admin user unless they themselves are an admin.

I think maybe have a "custom settings" where certain permissions can be assigned to employees - example I have one desk clerk who maintains the Sundry Shop - he uses the "items" in settings to update the products and pricing.  He also has access to all other financial functions and really should not.  He should only have access to the items.
