Always Show Late Check Out Report

Currently the Late Check Out Report only displays in the reports section IF Late Check out Upsell is turned ON.  

If this is switched OFF (under Promos & Upsell), the report disappears from the list of reports available to view. It would be nice to have the report available regardless of whether the Late Check-Out Upsell is turned on or off.
